Code Inspections
Most of us find the majority of our bugs via traditional debugging. Fire up the emulator or whatever and start tracking down the problems. That's dumb. Code inspections are much more efficient. They won't eliminate all debugging, but will get rid of 70% or more.

This paper gives an overview and procedures. Please read this and take it to heart. I've seen so many companies struggling with too many defects, when inspections could cut development time drastically. It's not easy; it's not even fun much of the time. But it works.
